Congress supports Open Source Software (OSS) approach

Congress specifically addressed Open Source Software (OSS) in the Duncan Hunter National Defense Authorization Act for FY09. The report stated, “The Committee encourages the Department to rely more broadly on OSS and establish it as a standard for intra-Department software development”

Summary of Report from Page 276 of DAA FY09:

The HASC committee is concerned by the rising costs and decreasing security associated with software development for information technology (IT) systems.

While the Administration has put forth a plan to increase cybersecurity within the larger enterprise of federal IT systems, a focus and assessment of fundamental software engineering practices is not apparent.

The committee, while acknowledging proprietary software and encouraging its development and acquisition when appropriate, believes that wide-spread implementation of Open Source Software (OSS) standards will lead to more secure software, and foster broader competition.
